As the engine of the databases, I will generally use PostgreSQL, in my opinion one of the best and most complete servers in the field.

The application described below was written in Java, using Cuba Platform which is an open-source application and runs under Apache Tomcat , and I have presented explanations for the installation and configuration of such a server here .
The application emerged as a necessity for information management and as a tool to assist the Gas Distribution System Operators (OSD) in the purpose of connecting applicants to the distribution system. The regulation regarding the connection to the natural gas distribution system has been approved by Order 32/2017 .
All characters and situations used are fictional, and any resemblance to real events is purely coincidental!!!
The structure of the database is presented in the image below.
Application login
For authentication and use of the application, it is advisable to configure the server for secure and encrypted communication; in this regard, self-generated keys or keys created by an accredited certification body can be used. On the page where I discussed Let's Encrypt , I presented how to use such an organization and obtain the keys.
Creating users and their roles (access rights to different menus or tables/entities) is carried out by the application administrator.
The applicant's request
The first stage of the connection requires the Applicant to address the OSD with a request for connection to the distribution system of the property. Through the Request, the Applicant informs the OSD of the following data:
- identification of the Applicant;
- for the identification of the Mandatary, if necessary;
- regarding the means of communication with the applicant and/or the mandatary, if necessary;
- for the identification of the location regarding the applicant's residence;
- for the identification of the location of the property for which the connection to the natural gas system has been requested;
- for the identification of the location regarding communications;
- the natural gas flow and the generic appliances that will be supplied with natural gas;
- the documents submitted along with the Application;
- additional information regarding the location of the connection installation;
- other information deemed important by the applicant such as: the schedule in which they or the mandatary are available to be contacted;
- etc.
Issuance of ATR
The second stage, after the Request has been taken over from the Applicant, is the issuance of the Technical Principle Approval (ATR). In order to issue the ATR, the technician will take into account:
- the applicant's option regarding the placement of the racord;
- the fulfillment of safety conditions imposed by technical standards in the field, of the Applicant's option regarding the placement of the racord;
- the long-term analysis of the necessary resources (human and financial) and the risks regarding the operation of the racord in case of placement according to the applicant's option;
- if the applicant's option regarding the placement of the racord does not meet safety conditions or if it involves significant and unjustified long-term costs for operation, then the OSD representative will issue an ATR fulfilling the criteria of the technical standards in the field and with minimal impact on the costs and human resources necessary for the operation of the racord under maximum safety conditions.
Connection Contract - Offer
Also, in the second stage, OSD will prepare the Connection Contract offer. This Connection Contract will be handed to the Applicant along with the ATR and the Supply Solution Sketch.
Since multiple connection contracts may arise during the connection process, we will refer to this as the Connection Contract - Offer to clearly distinguish it from the offer contract initiated by OSD and the Connection Contract - Proposal initiated by the Applicant.
OSD Notification
If the Applicant is not satisfied with the offer from the distribution system operator (OSD) regarding the connection, they can contact various authorized economic operators (OE) for the execution of the connection by them. After establishing the execution costs and deadlines for the project, verifying the project and the works, the Applicant will complete a Notification, received in advance along with the ATR, Connection Sketch, and Connection Contract - Offer. The Notification will be sent to the OSD and aims to inform them of the decline of the offer from the OSD and the selection of another economic operator for the design activity OEP, the project verification activity VP, and the execution activity OEE, as well as the costs and deadlines for execution that have been agreed upon.
